Lithgow City Council engaged SHEPHERD to address a declining sealed road network and develop a structured, long-term approach to renewal and delivery. Through detailed assessment and ongoing engineering support, Council now has a clear pathway to improve network condition, construction quality and asset life.
The Challenge
Council identified that its sealed road network was in poor condition and continuing to deteriorate. Without a consistent dataset or targeted program, it was difficult to prioritise works, plan renewals, and deliver improvements at scale.
The Solution
SHEPHERD supported Council across two key stages:
- Stage 1 involved capturing and assessing 660 km of sealed roads using RACAS®, supported by site inspections over a two-year period. This enabled the development of a targeted pavement rehabilitation and resealing program.
- Stage 2 saw SHEPHERD awarded a three-year Professional Engineering Services contract to support delivery. This includes pavement design, rehabilitation works and improvements to contractor and quality management systems.
What We Did Differently and Why It Mattered
Rather than stopping at assessment, SHEPHERD continued through to delivery, ensuring the data translated into real outcomes on the ground.
By combining RACAS® data, practical engineering input, and ongoing support, Council now has a structured program backed by consistent information and improved delivery processes.
The introduction of updated contractor and quality management systems is strengthening both asset performance and construction standards, creating longer-lasting outcomes for the network.
