Eurobodalla Shire Council engaged SHEPHERD to undertake a comprehensive revaluation of its recreation, waste, business, marine and miscellaneous asset classes. The project supports Council’s financial reporting requirements, strengthens long-term asset planning, and provides a clearer, defensible valuation position across a diverse portfolio of community assets.

The Challenge

Council required a comprehensive valuation to support compliance with relevant financial reporting standards, including AASB 116 and AASB 13 Fair Value Measurement.

The project involved a broad range of asset types, from recreation and marine assets through to business, waste and miscellaneous assets. Council needed documented assumptions, clear methodologies and a defensible valuation process to support audit requirements, future asset management planning and confidence in renewal decisions.

The Solution

SHEPHERD completed a comprehensive valuation across 3,848 assets, representing approximately $181 million in asset value.

The asset classes included recreation, waste, business, marine and miscellaneous assets, covering items such as playgrounds, sporting fields, pools, caravan park assets, boat ramps, rock walls, shark nets and other community infrastructure.

As part of the project, SHEPHERD developed unit rates for approximately 430 unique assets. Sample inspections were completed onsite, with Patrick McGuire spending time in Eurobodalla reviewing assets, discussing unit rates and working closely with Council teams.

Council also completed a 97% condition assessment, which supported the valuation process and helped build a stronger understanding of current asset condition and future renewal requirements.

SHEPHERD used ESRI Field Maps for sample inspections, while Council used its TechOne mobile app to support condition assessment work. Valuations were completed through SHEPHERD’s specialised valuation software, which supports consistent calculations, error checking and reliable reporting outputs.

This gave Council a structured and repeatable process, supported by practical asset evidence and clear valuation logic.

What We Did Differently and Why It Mattered

Rather than treating the valuation as a desktop exercise, SHEPHERD worked closely with Council to understand each asset class, review unit rates and incorporate local knowledge into the valuation.

This was particularly important given the range of unique and non-standard assets included in the project. By working with Council teams throughout the process, SHEPHERD was able to account for known renewal works, asset-specific considerations and practical on-ground information.

The result is a comprehensive, audit-ready valuation that supports financial reporting, future renewals and long-term asset management planning. It also gives Council stronger evidence to explain asset condition, funding needs and renewal priorities with confidence.
