Kingston District Council engaged SHEPHERD to undertake a comprehensive asset revaluation across its transport network, providing a clear and consistent view of road and pathway condition, to support future planning and investment decisions. By combining RACAS® surveys with detailed defect logging, Council is now building a stronger foundation for long-term asset management and community communication. 

The Challenge

Council required a full revaluation of its transport network but lacked the consistent, up-to-date condition data needed to confidently plan future works programs. Without a reliable dataset, it was difficult to prioritise maintenance, support financial planning, or clearly communicate asset condition to stakeholders. 

The Solution

SHEPHERD deployed RACAS® to capture and assess the condition of Kingston’s road and pathway network, delivering a complete and consistent dataset across all asset classes.

  • Condition assessment of 576 km of unsealed roads
  • Condition assessment of 142 km of sealed roads
  • Capture and assessment of 30 km of pathways
  • Defect logging across roads, paths and kerb assets
  • Data integration through the RACAS® platform to support ongoing use
What We Did Differently and Why It Mattered

Rather than providing a static valuation output, SHEPHERD delivered a dataset that Council can continue to use for forward planning and decision-making. By using RACAS®, the information captured is not only consistent and defensible, but also accessible to multiple teams across Council. 

This approach supports better alignment between technical, financial and operational functions, while also giving Council the ability to present clear, visual information to Councillors and the community.
