RACAS® was created from the ground up by people who had lived the challenges of local government. What began as a practical road survey tool is now a leading national system used by more than 100 councils, capturing over 150,000 kilometres of road data and supporting everything from condition assessment and valuations to DRFA evidence, unsealed road programs, and forward works.
As our clients’ needs grew, so did we. SHEPHERD expanded into civil project management and disaster recovery, supporting councils through major flood events, delivering DRFA submissions, and managing reconstruction programs worth hundreds of millions of dollars. Our teams have since delivered rapid assessments, fast approvals, and on-the-ground support in some of the toughest conditions regional Australia has faced.
Today, SHEPHERD is home to engineers, asset accountants, GIS specialists, RACAS® inspectors, DRFA practitioners, and project delivery experts. All working with the same purpose: improve roads, plan assets smarter, and help communities recover faster.
