Goondiwindi Regional Council now has an accurate, updated stormwater asset register that supports clearer planning, budgeting and reporting across finance, engineering and asset teams.

The Challenge

Council needed to complete a revaluation of its stormwater asset class, which included several complex issues. Many assets were underground and required specialist inspection. Others were non-standard or duplicated, making unit rate updates and asset classification difficult. Council needed support to coordinate technical inputs, resolve anomalies and ensure accurate data for future decision-making.

The Solution

SHEPHERD delivered a full asset revaluation of the stormwater network. This included coordinating specialist inspections for underground assets, updating unit rates for unique items such as flood gates, and identifying and correcting duplicated records. We maintained consistent and clear communication across engineering, finance and asset teams to ensure Council remained informed throughout.

What We Did Differently and Why It Mattered

Rather than simply apply standard rates and templates, SHEPHERD worked closely with Council to review edge cases and unusual asset types. We adapted our process to suit the conditions on the ground, took on coordination of external specialists, and tackled issues others might have avoided. The result is a more accurate, auditable and future-proof asset register.
